PURPOSE: A data transmission circuit and method capable of reducing leakage current are provided to prevent the leakage current due to input data when opening an input pin or inputting the data to the input pin according to application. CONSTITUTION: A data transmission circuit(50) is provided with an input port, an output port. A data transmission circuit is used for transmitting the data inputted to the input port to the output port. The data transmission circuit further includes a control circuit(59) for generating a control signal and a transmission circuit(54) for carrying out a pull-up operation at the output port to a supply voltage level or transmitting the data to the output port in response to the control signal generated from the control circuit.
