PURPOSE: A reset generating apparatus is provided to carry out the initialization of a resister located at the inner portion of a counter effectively and normally carry out the operation of the apparatus regardless of the outside noise with the organic composition of the counter and a reset blocking circuit. CONSTITUTION: A reset generating apparatus is provided with a glitch remover(210) for receiving an outer reset signal and removing glitch, and a clock-breaker(220) for receiving an outer clock signal, the outer reset signal transmitted from the glitch remover, and an inner reset signal, generating an inner clock signal corresponding to the outer clock signal, and breaking the supply of the inner clock signal when the outer and inner reset signals are simultaneously activated. The reset generating apparatus further includes a counter(230) for outputting the inner reset signal to the clock-breaker when the value of the counter approaches a predetermined value.
