PURPOSE: A system and a method for offering an advertisement using a video chatting service are provided to output an advertisement to a not-used image window when a user uses a video chatting service. CONSTITUTION: An advertisement providing system(40) comprises a device for checking chatting participator(402), a device for managing image window(404), a device for analyzing a chatting room(405), a device for generating and managing an advertisement(406), a device for managing linking page(408), a database(410), and a controller(416). The controller(416) controls operation of the database(410) and other devices. The database(410) includes an advertisement database(412) and a chatting room information database(414). The device for checking chatting participator(402) counts the number of participators in the chatting room, and stores the data in the chatting room information database(414). An advertisement generated at the device for generating and managing an advertisement(406) is displayed on the not-used image window through a chatting service providing system.
