PURPOSE: A device for issuing a licence and a system for managing a digital CONSTITUTION: A packager(12) of a contents provider/retailer encodes digital contents using an encoding key and registers the encoding key and meta data of encoded digital contents. A clearinghouse(11) receives/manages meta data, interlocks with a payment gateway(14), issues/manages a license capable of solving corresponding encoded digital contents by the calculated packager(12). When a user requests a contents reproduction, a contents player(16) checks a license of the user, requests an issue of a license to the clearinghouse(11), and decodes the corresponding digital contents being supplied by the contents provider/retailer using an issued license.
