PURPOSE: Provided are a process for producing a catalyst for polymerizing aliphatic polycarbonate by using water instead of an organic solvent and a process for polymerizing the aliphatic polycarbonate by using the catalyst, wherein the produced catalyst is a single crystal conformation and has high activity. CONSTITUTION: The catalyst for polymerizing the aliphatic polycarbonate is produced by oxidizing a dicarboxylic acid precursor and a zinc precursor in the equivalent ratio of 1:3-3:1 under a pressure condition in water at 120-180deg.C, wherein the zinc precursor is selected from the group consisting of zinc acetate ester, zinc hydroxide, zinc nitrite, zinc perchlorate, zinc oxide, and zinc sulfate and the dicarboxylic acid precursor is selected from the group consisting of pentane diol, hexane diol, 1,5-dibromopentane, 1,5-dichloropentane, 1,6-dichlorohexane, 1,6-dibromohexane, glutanonitrile, adiponitrile, glutarimide, adipic imide, glutaryl dialdehyde, and adipic dialdehyde. And the aliphatic polycarbonate is polymerized by copolymerizing alkyl oxide and carbon dioxide in the presence of the catalyst.
