If so, The open-loop power control unit suspends the normal open-loop power control processing, increases a target SIR by a sufficient level, and sends the increased target SIR to a closed-loop power control unit. The closed-loop power control unit holds the sent target SIR, and performs a closed-loop transmission power control processing according to the target SIR.
