PURPOSE: A routing control device in a representative number service and a method therefor are provided to offer an optimal service to a user and a subscriber of the representative number service by routing a service call requested from a caller to the nearest termination number with the caller by a zip code when requesting the representative number service. CONSTITUTION: An SMS(Service Management System)(60) manages an area classification code DB(62) which stores telephone-classified area classification codes. An SCP(Service Control Point)(50) interworks with the SMS(60), and retrieves an area classification code of an origination number for requesting a representative number service. The SCP(50) retrieves a termination number having the nearest area classification code with the area classification code of the origination number among termination numbers registered in representative numbers of subscribers of the representative number service, and requests an SSP(Service Switch Point)(30) to connect a call to the termination number. If the representative number service is requested from a service user terminal(12), the SSP(30) transmits the origination number and the representative number of the service user terminal(12) to the SCP(50) and triggers the representative number service to the SCP(50). The SSP(30) requests LEs(Local Exchanges)(10,20) to connect the call to the termination number by the call connection request from the SCP(50).
