A device and a method that allow a plurality of information processing units to perform memory locking and unlocking, which are access control processings for a memory card, commonly and securely. According to a lock command from an information processing unit that serves as a host device such as a PC, an information storage device, such as a memory card, determines which one the key set is; (a) standard lock key set that is a key set not allowing external output and (b) export lock key set that is a key set allowing external output. The information storage device stores the key set information and, only when the key set is an export lock key set, allows external output subject to the successful execution of predetermined verification.
