The method according to claim 2, characterized in that the water-soluble polymer is treated with the 40% formalin solution at an initial temperature of 80-90 degree C. 4. The method according to claim 1, characterized in that the water-soluble polymer is treated in the presence of a BF3 etherate catalyst.
