A device purifying an effluent comprising a clarification vessel (2), characterized in that includes: a pump (21, 50) providing pulsed supply of the effluent into a chamber (20) placed on the upper surface of the clarification vessel (2), at least an metering pump for adding (22, 23, 24), in said chamber, a coagulating or flocculating reagent to the effluent, a conduit (25) supplying the effluent with added reagent(s) from said chamber to the lower part of a flocculation vat (12) arranged inside the clarification vessel, wherein is formed a sludge bed through which the effluent flows from the top downwards and in contact with which the effluent is clarified. 2. The device purifying an effluent according to claim 1, characterized in that the flocculation vat (12) comprises an upper truncated and prolonged cylindrical lower part (14), into which the conduit (25) opens. 3. The device purifying an effluent according to claim 1 or 2, characterized in that the conduit (25) comprises a first pipe (26), one of the ends of which opens into a chamber (20), and its other end is provided with radial orifices of homogenization (28), and a second pipe (27), the diameter of which exceeds the diameter of the first pipe (26), wherein the upper end of said second pipe overlaps the homogenization (28) orifices made in the first pipe, while the lower end of said second pipe opens into the lower part of the truncated vat (12). 4. The device purifying an effluent according to any one of claims 1-3, characterized in that the lower part of the clarification vessel (2) has a truncated part (4), which receives sludge mass pouring from the flocculation vat. 5. The device purifying an effluent according to any one of claims 1-4, characterized in that a pump (8) evacuates sludge mass collected in the truncated part of the clarification vessel. 6. The device purifying an effluent according to any one of claims 1-5, characterized in that calibrated orifices (3) are made on the upper part of the clarification vessel (2) for providing clarified effluents to pour into a stocking vessel encircling the clarification vessel (2). 7. The device purifying an effluent according to any one of claims 1-6, characterized in that the lower end of the alimentary conduit (25) has a divergent truncated section. 8. The device purifying an effluent according to any one of claims 1-7, characterized in that a filtering material (8) is arranged between the clarification vessel (2) and the stocking vessel (1), wherein clarified effluents pass through the filtering material before stocking in the lower part of the stocking vessel (1). 9. The device purifying an effluent according to any one of claims 1-8, characterized in that the metering pumps (22, 23, 24) are adapted for introducing the required chemical agents respectively into the lower part of the chamber (20), into the alimentary conduit (10) of effluents before a static mixer (11) and into the bottom zone of the flocculation vat cylindrical part. 10. The device purifying an effluent according to any one of claims 1-9, characterized in that comprises: a filtration vat (60) comprising the filtering material arranged between the chamber and the flocculation vat (12), a partition (51) arranged between the flocculation vat (12) and the filtration vat (60), an evacuation conduit (56), the diameter of which exceeds alimentary conduit (25) which is coaxial to the alimentary conduit and extends between the partition (51) and the filtration vat (20). 11. The device purifying an effluent according to claim 10, characterized in that the upper edge of the truncated part of the flocculation vat (12) adjoins the inner surface of the clarification vessel (2). 12. The device purifying an effluent according to claim 10 or 11, characterized in that the filtration vat (20) is provided with orifices (61) in the lower surface protected by screen filters (62) and providing flowing of filtered water. 13. The device purifying an effluent according to any one of claims 1-12, characterized in that a pump (36) is adapted to suck in clarified effluents in the stocking vessel (1) and introducing it into at least one of annular chambers (31) disposed on the outer surface of the stocking vessel and comprising fine-grained material to fix bacteriological elements. 14. The device purifying an effluent according to claim 13, characterized in that the stocking vessel comprises four annular chambers (31, 32, 33, 34), wherein each of said annular chambers communicates with the adjoining chamber via a respective conduit (35). 15. The device purifying an effluent according to claim 13 or 14, characterized in that comprises an acceleration pump (39) providing sucking in clarified effluents on the level of the upper annular chamber (34) and feeding it into the annular chambers (31, 32, 33) arranged below. 16. The device purifying an effluent according to claim 1 or 15, characterized in that the stocking vessel (1), the clarification vessel (2), the flocculation vat (12) and annular chambers are plastic.
