PURPOSE: A fine charging system of parking/stopping violation using a mobile scheme is provided to largely reduce expense for charging the fare and to reduce a defaulter by paying the fare through a mobile terminal without visiting a bank. CONSTITUTION: A system server(100) comprises databases(3,4) storing various kinds of information for a member and the parking/stopping violation, an ARS(Automatic Response Service) device(5), a fare processing device(12), a text and a voice transmitting part(8,9), and a receiving part(6). A user terminal(200) comprises the transmitting part(6), a receiving part(7), a text display part(11), and a voice output part(10). The user terminal receives the parking/stopping violation information in a text message or a menu form, and pays the fare with a card or a communication charge in a short time.
