PURPOSE: A system and a method for reporting a state of emergency are provided to report rapidly the state of emergency by storing previously an user's residential district information in a central common server part. CONSTITUTION: A system for reporting a state of emergency includes an user part(110), a central common server part(112), and a corresponding organization part(114). The user part(110) transmits an electronic map and the user information to the central common server part(112) before the state of emergency is generated. The user part(110) transmits the emergency report information to the central common server part(112) in response to an output signal of an user's remote controller(108) when the state of emergency is generated. The central common server part(112) stores the electronic map and the user information into a memory portion(106) and transmits the emergency report information to a reception server(103-105) of a corresponding organization. The corresponding organization part(114) outputs the residential district information of a reporter or transmits the residential district information to a mobile device.
