PURPOSE: A movable device having safe wheels is provided to inform operation states of other vehicles to stop, movement, and various motions of a vehicle with a rotary signboard. CONSTITUTION: A movable device having safe wheels is composed of a rotary signboard and an operating device. The rotary signboard is connected with an operating part of a vehicle, an energy transmitting device moving when the vehicle moves, a cable-less device(15), a speed sensor, a driving unit, or a central control unit, and formed into letter elements or various shapes to operate with separated colors and separated optical elements. The operating device informs other vehicles and the outside of movements of the vehicle by operating, displaying and rotating the rotary signboard to the movements of the vehicle having the rotary signboard. A lamp device(12) having one or various kinds of colors is arranged in the rotary signboard connected to the cable-less device connected or mounted to the driving unit of the vehicle.
