PURPOSE: A touch panel manufacturing method and a touch panel are provided to enhance a durability and to prevent a newtonring phenomenon caused within a panel by using an injection molding process and a pattern transcription process. CONSTITUTION: The method comprises steps of forming ruggedness on an upper surface of a plastic plate in forming a lower base plate by using a pattern transcription process, attaching a transparent film with a high strength and an electrical conductibility over the lower base plate, forming a dot spacer with a certain height on the transparent film, forming an upper base plate by processing a film with a thickness of 125 to 250 micron and covering a transparent and conductible film at a bottom surface of the film, and covering a double-faced adhesive tape along outline of the dot spacer for adhering the upper base plate to the lower base plate.
