PURPOSE: A system and the method for issuing and utilizing an authentication document with a public key infrastructure(PKI) using a compact disk(CD), are provided to improve the security, and to make the authentication document issued conveniently. CONSTITUTION: According to the request by a user(210), a computer(220) of a registration agent issues the authentication document via the communication with an authentication authority(240) and a user information database(230), and then records the issued document in the CD to distribute it to the user(210). The computer(220) includes a CD copy protector processor(224) like a laser lock which protect the contents in a memory(221) and a CD recorder(222) from being illegally copied. The computer(220) further includes a registration managing program(223) for processing the procedure of issuing the authentication document.
