PURPOSE: A power-saving picture communication terminal and a method for operating the same are provided to realize picture communication with low power consumption by lowering the brightness of an unimportant area in a picture communication terminal. CONSTITUTION: An image input unit(101) is provided to input an image. An image display unit(102) displays the received image. A buffer(103) temporarily stores image data. An ROI(Region Of Interest) extracting unit(108) extracts an ROI area of the image to be displayed. A brightness control unit(109) controls the brightness of the images displayed at the ROI area and a non-ROI area, referring to the ROI area information. A receiving unit(106) and a transmitting unit(107) receives and transmits picture data and communication data through communication with a mobile communication base station.
