The present invention relates to a method for cell handoff built on cellular high-speed packet access network, which measures the channel quality of source WIB and the channel quality of adjacent WIB over the UE, and when the channel quality of adjacent WIB is superior to the channel quality of source WIB, initates immediately the access procedure in the new WIB. While receiving the access request, the new WIB routes to the source WIB based on the temporary identifier in the UE request message, and obtains the primary session arrangement. The new WIB rearranges the radio link with the UE in accordance with the primary session arrangement, and releases the radio resource assigned by the previous WIB. Adopting this scheme, UE needn't frequently report the measurement results, and can reduce the consume of the battery; In addition, RNC-IP don't use the measurement for the UE as decision, thereby it can widely decrease the complexity, which benefits the cost reduction of the production; and due to omitting the measurement reports of UE and the decision processes of the RNC-IP, it can extremely save the amount of time that the whole procedure of cell handoff spends.
