PURPOSE: Provided are an apparatus and a method for producing colloidal silver with high concentration in short time. CONSTITUTION: The apparatus comprises a container for storing water therein, a cover unit(200) with a power input unit(201) and a power output unit(202) for covering an opening of the container, two silver bars(204a,204b) coupled to a positive and a negative terminals of the power output unit(202) provided at a lower surface of the cover unit(200) and vertically extending down in the container, a resistor(208) connected in series to the power output unit(202), and a comparator(205) for comparing voltage difference between the two silver bars(204a,204b) with a predetermined voltage value. The method comprises the steps of detecting voltage difference between two terminals of the power output unit provided in the cover unit, comparing the detected voltage difference with a predetermined voltage value, turning off a power applied to the power output unit through a connector when the detected voltage difference is lower than the predetermined voltage value such as 20V, and switching the two terminals of the power output unit.
