The effluent treatment plant has a diffuser (7) with at least one porous wall for breaking down and diffusing an oxidant through the effluent liquid phase. The diffuser, which has a body (14) preferably of stainless steel or titanium, can contain a catalyst based on metal oxides or zeoliths. The oxidant enters a diffusion chamber (15), is distributed through diffusion members (22) mounted round the periphery of the chamber, and passes out through the porous walls of the diffusion members in several directions to form numerous small bubbles that react with the effluent through a maximum contact surface.
