A piston cylinder (6) operates the pair of flexible control elements (8,9), in opposite directions alternately to drive the ratchet wheels (10,11) arranged at both sides of the winch drum (2). The operation of control elements, rotates the drum in the same direction continuously about its central axis while the rotation direction of the ratchet wheels coincides with the drum rotation direction.
