PURPOSE: A billing system and method in a calling card service is provided to enable a user to execute settlement using both a prepaid calling card and an after-payment calling card. CONSTITUTION: A billing system in a calling card service comprises an LE(Local Exchange)(20) containing a wire telephone(10), an SSP(Service Switching Point)(30), an SCP(Service Control Point)(40), a database(50), an IP(Intelligent Peripheral)(60), and a CCPS(Calling Card Payment System)(70). The LE(20), if a service request from the subscriber terminal(10) is detected, transfers the service request to the SSP(30). The SSP(30) delivers the service request, transferred from the LE(20), to a call processing module in the SCP(40). The SCP(40) comprises a module to perform protocol processing to give and take No.7 messages with the SSP(30), the call processing module, a database management module, and a billing module. The CCPS(70) recognizes a service request from a subscriber terminal connected through the Internet and transfers the subscriber's service request and settlement information to the SCP billing module.
