PURPOSE: A video meeting system using the Internet, and a method for giving a member level and a mileage on the same are provided to extend the member registration and the use time of a charged member through the inducement to the member registration by giving the mileage to a constant member as simply using a meeting site. CONSTITUTION: A member information database(120) confirms the member by receiving an ID and a password from the member connecting to a video meeting server, and gives the ID and the password to a new member. A use price settlement accumulation part(130) stores the use price accumulation information in the member information database. A chatting room searching and opening part enables the member to open a chatting room or search the opened chatting room. A video meeting relay part(150) makes the connected members meet with each other. A use price subtracting part(160) subtracts the accumulation price depending on the use time if the connected member is the charged member. A mileage giving part(180) fixes the mileage per an hour according to the member level and gives the mileage to the free member according to the video meeting time.
