An fD determining part (104) determines the highest Doppler frequency from a received signal and outputs it to a schedule producing part (105). The schedule producing part (105) decides, from the determined highest Doppler frequency, times (order) at which to transmit packet data to users, and outputs schedule information indicative of those times to a switch circuit (107) and to a multiplexing part (108). In accordance with the schedule produced by the schedule producing part (105), the switch circuit (107) sequentially outputs, to an encoding part (109), the packet data to be transmitted to the users. The multiplexing part (108) multiplexes the foregoing schedule and the control data necessary for transferring the packet data to be transmitted on a common channel, and outputs them to the encoding part (109).
