A passive vapor-dispensing apparatus generally includes a housing containing a volatizable material and a substantially impermeable shell attached to the housing to provide a temporary barrier between the volatizable material and the environment. The substantially impermeable shell defines a burst volume of a predetermined quantity of vapor of the volatizable material and releases the vapor when the shell is removed from the housing. The vapor-dispensing device exhibits prolonged high-intensity operation.
