In a preferred embodiment, a window perimeter frame (15-17) and a window pan el frame (12-14) form a first exterior water flow-restrictor between the window perimeter frame (15-17) and the window panel frame (12-14) that forms an out er airloop (22) that is maintained at the same pressure as the environment exterior to the building. A water restrictor and an air seal (21) are provid ed between the airloop and the building interior such that the air seal (21) do es not have to cope with water from the exterior environment. Similar water restrictors (WS) and air seals (43a, IS) are placed in between the window perimeter frame (15-17) and building as well as between the window frame (12 - 14) and window panel (11). A splined male member (19) slidably placed in a female joint area attaches the perimeter frame (15-17) to the window panel frame (12-14) allowing relative displacement between the perimeter frame (15 - 17) and the panel frame member (12-14) and installation of the frames from t he interior of a building.
