The window blind has a lower support beam (11) with fixing hole (111) on top and bottom side at each end for mounting a holder device (20) on the lower support beam. The holder device comprises a retaining sleeve (21), a restricting spring (22), an output element (23) a rotary element (24) and an outer cap (25). During fitting, the outer cap (25) is removed for mounting a holding cord on both sides of the blind (10). The cord is wound through alternating left and right wings (242, 243) of the rotary element on a receiving cavity (213) of the sleeve before it is guided straight down for securing fixing on the window sill at the bottom without any other draw cords. For operating, the lower support beam is moved up or down to open and close the blind. Three friction resistance positions ensure smooth up and down movement. The output element is adapted to the retaining sleeve with the restricting spring connected on one side before the rotary element is connected t o the other side.
