A torsional damper pulley that has improved versatility and is easy to produce, and whose production costs can be reduced. A torsional damper pulley comprises a hub (11) fixed to a rotation shaft of an internal combustion engine, a ring-shaped pulley main body (10) provided coaxially with a ring-shaped fixing portion (11b) on the outer periphery of the hub, and an elastic body (13) interposed between the outer periphery of a flange and the inner periphery of the pulley main body. The pulley main body (10) comprises a ring-shaped frame body (12) having a substantially U letter-shaped cross section and having a concave portion (15) opened at one side in an axial direction of the frame body, and an ring-shaped inertia mass body (14) axially inserted and fixed in the concave portion (15). The inertia mass body includes a layered body formed with circular ring-shaped plates (14a) laid over one another and joined together. The inertia mass body is fixed in position by being pressed into the concave portion.
