PURPOSE: An apparatus and a method for managing data of a PVR(Personal Video Recording) system are provided to utilize a data security function and put restriction on users. CONSTITUTION: A tuner and demodulator(10) selects a channel wanted by a user, and converts a broadcast signal inputted through the selected channel into a transport stream type. An encoder and decoder(20) converts the data converted through the tuner and demodulator into a storable and reproducible type. An HDD(Hard Disk Drive)(50) stores the encoded signals and user information and rating information. A CPU(Central Processing Unit)(40) controls to receive wanted broadcast signals according to a request of the user, to set up rating in the broadcast signals to be recorded, and to selectively reproduce and edit the broadcast signals according to the rating. A reproducing unit(30) reproduces video signals stored in the HDD according to a control signal of the CPU.
