PURPOSE: An apparatus for carrying and recoiling wrongly coiled steel strip coil is provided, which performs recoiling operation by cohesively supporting the inner diameter part of coiling defective coiling material and safely transferring the coiling material to the input side of process in the state that roundness of the coiling material is maintained. CONSTITUTION: The apparatus comprises a segment shaft(303) mounted on a lower part of transfer unit transferred by crane; segments which are installed on the circumference of the segment shaft(303), and an outer diameter part of which is contracted and expanded; payoff reel led-in supporting stands(302A,302B) installed at both end parts of the segment shaft(303); and a led-in supporting stand groove formed on a front end part of payoff reels so that the payoff reel led-in supporting stands(302A,302B) are inserted thus connected to the led-in supporting stand groove.
