PURPOSE: A passport and financial/ID card issuing system is provided to automatically issue the passport or the card to the requester via a biometrical authentication process so that it can prevent a passport or a case from being forged. CONSTITUTION: The system comprises a biometrical recognition unit, a reader(22), a comparison module(24), a record module, and an issuing module. The biometircal recognition unit recognizes a face image or an iris image of a card or a passport issuing requester. The reader(22) reads identification data of a passport or a card issuing requester. The comparison module(24) compares the face image or the iris image, recognized by the biometrical recognition unit with the identification data read by the reader(22). The record module records the face image, the iris image and a tag on a film type IC(Integrated Circuit) chip if the requester is the person himself or herself. The issuing module issues the requested passport or card including the IC chip.
