<p><P>PROBLEM TO BE SOLVED: To distribute loads by distributing default routers taking into account the loads of the routers without revising an existing communication terminal and a DHCP (Dynamic Host Configuration Protocol) server. <P>SOLUTION: Routers 31, 32 exchange a loaded state of a present packet transfer function to recognize a router with the smallest load. Then either of the routes 31 or 32 transfers a DHCP message which communication terminals 41 to 44 broadcast to a network 1 at the start or re-setting to the DHCP server 5. The routers 31, 32 attach attachment information to recognize a router with the smallest load to the DHCP message when transferring the DHCP message to the DHCP server. Thus, the DHCP server selects the router with the smallest load as the default router and determines the address assigned to the communication terminals and the address of the default router.
