<p><P>PROBLEM TO BE SOLVED: To reduce a calculation amount for acquiring a predictive image. <P>SOLUTION: An image generating part 101 uses an FIR filter and linear interpolation to generate, for example, an interpolated image of 1/2 pixel accuracy, and a frame interpolated image and a field interpolated image are stored in a frame memory 102 and a field memory 103, respectively. A selector 104 reads the frame interpolated image of 1/2 pixel accuracy stored in the frame memory 102 when a motion predicting and compensating part 24 needs a frame interpolated image. The read frame interpolated image of 1/2 pixel accuracy is used, and for example, a predictive image of 1/4 pixel accuracy is generated by using the FIR filter and linear interpolation.
