PROBLEM TO BE SOLVED: To provide a mobile object detection device capable of stably detecting a mobile object regardless of the noise of a dynamic image. SOLUTION: This mobile object detection device comprises a differential absolute value sum calculation part 103 (matching degree calculation part) dividing the dynamic image into a plurality of blocks for each frame and calculating the differential absolute value sums of a pixel value showing the matching degree of the blocks between frames, a dynamic vector detection part 104 for detecting a dynamic vector by comparing the differential absolute value sums of the blocks of the dynamic image with each other, a dynamic vector switching part 108 for switching whether the dynamic vector is outputted or not by comparing the differential absolute value sums corresponding to the dynamic vector with thresholds, a mobile object detection part 109 for detecting the mobile object with the dynamic vector outputted through the dynamic vector switching part 108, a noise measuring part 105 for measuring noise of the dynamic image, and a threshold determination part 107 for determining the thresholds according to the results of the measurement of the noise.
