PROBLEM TO BE SOLVED: To enable a user or payer to surely perform required use regulation to a telephone terminal even when the user or payer does not pay attention to talking time and a telephone charge. SOLUTION: A monitoring sever 20 for telephone terminal using conditions is connected to a communication network 60 to monitor respective using conditions of the telephone terminal which are previously set up in a caller database 21 and judge whether a transmitting terminal 10 can be used or not.
