<P>PROBLEM TO BE SOLVED: To provide information necessary for a user without registering information such as an address of a user and a usage area of a season ticket in an information providing service at a station and the like and to report available new information to a user's call site. <P>SOLUTION: The user selects necessary information from the information service offered in a user registration and information display terminal at the station and the like and performs registration by using his/her IC card serving as a ticket at the same time. An ID, route information and the like in the IC card and the call site (a mail address or a telephone number) in the case of registration of new information are registered in a user information server. When new information is registered in the information server selected and subscribed by the user, a message electric sentence showing that the new information is available is formed by the user information server, and the message electric sentence is sent to the registered user.
