PROBLEM TO BE SOLVED: To provide a vertical cavity surface emitting which suppress effectively increase of power consumption of the vertical cavity surface emitting device having a lengthwise long luminous panel, does not lower luminance of the luminous panel and realizes uniform luminescence without increasing height of a light guide space. SOLUTION: The vertical cavity surface emitting device has a light incidence plane 201 which is one of two side planes extending in a direction of length of the light guide space 20 and facing each other, and a light transmitting plate 4. The transmitting plate 4 is provided with a diffusion filter 6 which covers a surface of a prescribed area near a light source 3 of the transmitting plate 4. A surface of a remaining area far from the light source 3 of the transmitting plate 4 is not covered with the diffusion filter 6. The diffusion filter 6 is formed by laminating a plurality of diffusion and infiltration films, wherein number of lamination of the diffusion and infiltration films is stepped down to lower light diffusion rate and raise light infiltration rate as a distance between the light source 3 and a portion of the laminated diffusion and filtration films is increased.
