PROBLEM TO BE SOLVED: To improve the effectiveness of real time monitor by quickly and surely sending monitoring information to a centralized monitoring device. SOLUTION: When a public line 5 can not be connected from a control device 2 of a monitored target 1 in a specific stronghold to a stronghold monitoring device 3a due to disaster or the like (abnormal state 5b), a connection party switching part 7 in the control device 2 calls a stronghold monitoring device 3b in another stronghold. Since not the normally connected stronghold monitoring device 3a but another stronghold monitoring device 3b is called, the line route of the public line 5 is changed and the call can be easily connected (forcedly changed line route 5a).
