PROBLEM TO BE SOLVED: To aim at improvement of brightness of a phosphor layer and lowering of brightness during driving of a panel. SOLUTION: The device is provided with a front panel formed with a plurality of electrodes arrayed on one main face and a back panel arranged in opposition so as to form a discharge space divided off by a partition wall between the panels and equipped with a back-face phosphor layers 111R, 111G, 111B emitting visible lights of red, green and blue colors excited by an vacuum ultraviolet ray with a central wavelength of 147 nm, and is further provided with a front-face phosphor layer 108 emitting ultraviolet rays of 250 nm to 370 nm excited by a vacuum ultraviolet ray with the central wavelength of 147 nm on the main face side fitted with the electrodes of the front panel.
