PROBLEM TO BE SOLVED: To quickly and easily plan-settle a rational cargo work plan for a fleet of ships at a low cost. SOLUTION: A database 5 for storing a basic data required for planning the cargo work, a ship allocation scheduling system 3 for planning automatically a ship allocation schedule based on an cargo order, and an automatic cargo work planning system 4 for transmitting to the respective ships F, G, H a data as to the cargo work wherein the cargo work is planned based on the ship allocation schedule, wherein the planned cargo work plan is evaluated totally to simulate a content thereof, and wherein a result therein is confirmed to be satisfactory are arranged in a land control center E to control the ships F, G, H centralizedly from land, when the cargo handling work including navigation for the respective ships F, G, H is controlled by transfer of a data conducted between the ships F, G, H constituting the fleet and the land control center E.
