PROBLEM TO BE SOLVED: To provide a remote control apparatus and an operation control system in which an operational environment intuitive and easier to use is realized by matching a sense of sight of moving a focus on an operation panel with a sense of operations of moving a finger on a track pad. SOLUTION: The remote control apparatus is provided with: the operation panel for operating an electronic device; a display means for displaying the operation panel; a track pad part 202 to be touched or moved with the finger for inputting position information and/or touch information; a means for assigning the position information acquired by the track pad part 202 and a corresponding position on the operation panel; and a operation panel operation control means based on the position information acquired by the track pad part 202 and/or the corresponding position information acquired by the assignment means. The corresponding position on the track pad part 202 is determined from a shape of the operation panel and in accordance with the touch information of the track pad part 202, the assignment means is changed.
