PROBLEM TO BE SOLVED: To check competition for each of an A frame, an E frame and a W frame in the case of taking time of a CM (commercial message) and to give a warning when the competition is inevitable. SOLUTION: A server 1 is provided with a storage part 20 for storing each of entire frame information 21 indicating time frames for broadcasting the CM in an optional time zone, taken time information 22 indicating time already contracted in the time frames and scheduled taken time information 23 indicating time intended to be newly contracted in the time frames and a processing part 10 including a check execution means 11 for checking and reporting whether or not the CM of enterprises in the same industry are continuously broadcasted by referring to the entire frame information, the taken time information and the scheduled taken time information when a plurality of CMs are broadcasted in the same time zone.
