PROBLEM TO BE SOLVED: To provide a high-frequency to waveguide converter which can freely set the distance between a grounding conductor and a radiating conductor and the thickness of a dielectric layer in a high-frequency line. SOLUTION: The high-frequency line to waveguide converter converts the high-frequency line 1 having the first dielectric layer 2, a line conductor 3 disposed thereon and the grounding conductor 4 thereunder, to a waveguide 7. The converter includes an opening 5 of the grounding conductor 4 facing one end of the line conductor 3, a second dielectric layer 6 laminated under the first dielectric layer 2, the radiating conductor 8 disposed on the lower surface thereof facing one end of the line conductor 3, a connecting conductor 9 passing through the opening 5 of the grounding conductor 4 and through the second dielectric layers 2 and 6 for electrically connecting one end of the line conductor 3 to the radiating conductor 8, and a shielding conductor part 10 disposed at the side surface or inside of the second dielectric layer 6, so as to surround the site passing through the second layer 6 of the connecting conductor 9 and the radiation conductor 8.
