PROBLEM TO BE SOLVED: To prevent an accident of electric shock and to reduce the cost for recovery. SOLUTION: River-side equipment 1 acquires the data on the difference between transmitting and receiving frequencies and the difference between transmitting time and receiving time, and the temperature data as the raw data on the basis of signals from an ultrasonic transmitting and receiving unit 3 for detecting a flow rate, an ultrasonic transmitting and receiving unit for detecting a water level, and a temperature sensor 5, converts them into optical signals by an E/O conversion part, and transmits the optical signals to a management center-side device 2 through an optical fiber 20. The management center- side device 2 converts the received optical signals into each data by an O/E conversion part 21, and the data is processed by a data processing part 24 on the basis of these data to obtain the water level and a flow speed. The river-side equipment 1 comprises a solar battery 6 and a battery 22 charged by the solar battery 6, and a feed line for supplying the commercial power source voltage from the external is not connected to the river-side equipment 1.
