PROBLEM TO BE SOLVED: To perform a verification processing of an attribute certificate on the basis of a public key encryption base at high speed even in a device the resources of which are restricted. SOLUTION: When the attribute certificate is transmitted from an owner of the attribute certificate to a verifier of the attribute certificate, an attribute certificate verifier device on which no function of constructing complicated authentication pass and performing verification is mounted transmits a verification request to an attribute certificate verification agency that performs verification of the attribute certificate by proxy, the attribute certificate verification agency performs construction, verification of the authentication pass and confirmation of validity regarding the attribute certificate and returns a verification result to the verifier of the attribute certificate. In this case, when the verification of the attribute certificate in the attribute certificate verification agency is performed, construction, verification of the authentication pass and a validity confirmation processing regarding the attribute certificate are reduced by using a cache use function.
