PROBLEM TO BE SOLVED: To make a remarkably high compression effect for a compression rate expected in compression encoding of road traffic information. SOLUTION: This compression encoding transmitter has an encoding means 21 for encoding the road traffic information to generate encoded information, and a compression means 50 for compressing the encoded information to generate a compressed code. The encoding means 21 is provided with a spreadsheet type data table preparing means 25 for receiving the road traffic information, for rearranging the compression encoding to be readjusted, and for preparing a spreadsheet type data table, an item-by-item data characteristic extracting means 27 for analyzing a data characteristic of the spreadsheet type data table an item by an item to extract it, and an encoding system selecting means 29 for selecting a prescribed encoding system having a correlation of the compression effect to the spreadsheet type data table to generate the encoded information.
