PROBLEM TO BE SOLVED: To minimize authentication information in an actor and to improve security. SOLUTION: In the present invention, an access list for defining members constituting a CUG (closed user group) and a CRL (certificate revocation list) for defining the validity of an electronic certificate are stored, the access list and the CRL are referred to in response to a communication acceptance/ rejection determination request from an actor device to determine whether communication is accepted or rejected, and the determination result of access acceptance/rejection is transmitted to the actor device.
