PROBLEM TO BE SOLVED: To reduce a leakage current in a standby state with a simple circuit configuration. SOLUTION: A buffer circuit block 2 is provided with: transistors M14, M16 for receiving an arithmetic signal from a network logic circuit block 1 and providing an output of either of a power supply voltage and a ground voltage; a transistor M17 for receiving a standby operating control signal (SLB) to suppress the occurrence of a standby state leakage current; and a transistor M15 for fixing its output to a power supply voltage. The transistor M17 suppresses the standby operating control signal under the inoperative control at the input of the SLB. Thus, the semiconductor integrated circuit requires no conventional troublesome works such as analysis of path leakage and insertion of a high threshold device to each path and can prevent the occurrence of a leakage current in an inoperative state without the need for increasing the chip area more than necessary and addition of the number of transistor stages for degrading the characteristic of a path transistor circuit.
