摘要 PROBLEM TO BE SOLVED: To realize the configuration of an image emphasis encoding apparatus and an image de-emphasis decoding apparatus for improving subjective image quality by performing quantization corresponding to an image portion without changing a quantization method in accordance with an image to be encoded which is supplied. SOLUTION: In this image emphasis encoding apparatus, a spatial high-frequency component detecting means 8 detects the spatial high-frequency components of pixel data constituting the image to be encoded, an emphasis level setting means 13 sets the high frequency component emphasis level of the pixel data in accordance with the levels of the detected spatial high-frequency components, and an image data high pass emphasis means 10 emphasizes the high frequency components of the pixel data in accordance with the set high frequency component emphasis level.
