<P>PROBLEM TO BE SOLVED: To restrict an operator for the on/off operation of an important facil ity. <P>SOLUTION: Persons who perform the on/off operations of facilities 5A to 5D input their finger prints from a finger print input device 2 or operate individual cards with respect to a card input device 3. When operation restriction numbers for restricting the operation of the facilities 5A to 5D are set in a registration database 4, a comparing/collating means 10 collates the input individual data with the individual data registered in the registration database 4.
