A phosphorus-containing epoxy resin comprising structural units derived from a secondary phosphine derivative represented by the following general formula (1) or (2); and a phosphorus-containing epoxy resin composition comprising the phosphorus-containing epoxy resin and either a hardener or a polymerization initiator.
